The Legal Consultant will support ICNL`s work during the life of the USAID-funded Promoting Advocacy and Rights (PAR) project to: (1) empower Bangladeshi civil society to assess the current legal framework regulating civil society; (2) support research, commentary on draft policy and laws, and other advocacy around civil society legal issues; and (3) promote local civil society self-regulatory mechanisms. The Legal and Policy Consultant will work locally through office arrangements to be determined.

- Under the direction of ICNL’s Vice-President – Legal Affairs, the Legal Consultant will:
- Organize and conduct CSO legal workshops in each of Bangladesh’s eight divisions annually for the first three years of the project (24 sessions total), to help CSOs understand the laws that apply to them and to effectively respond to challenges they may face.
- Develop a CSO Legal Handbook of laws governing civil society and easy to understand explanations, and contribute to research and products (including the surveying of workshop participants) relating to the legal environment for civil society in Bangladesh.
- Provide local CSOs with support on issues such as registration and operations through the provision of educational materials (such as the legal handbook) and through trainings and educational seminars.
- Support the development of legal, operational, and performance standards to improve CSO transparency and accountability toward a formal CSO (self) attestation process.
- Build capacity of government officials to better engage with civil society and host / facilitate government and civil society democratic reform policy dialogues.
- Represent the interests of ICNL and PAR at meetings, workshops, seminars and conferences with Members of Parliament, state bodies, and CSOs;
- Travel within Bangladesh to carry out activities under this scope of work;
- Maintain currency on legal and policy developments affecting civil society in Bangladesh;
- Communicate routinely and as needed with ICNL, prepare and submit reports to ICNL as requested, and communicate with other project partners as requested.
- Assist with project management and carry out any other tasks assigned by ICNL.

চাকরির প্রয়োজনীয় বিষয়সমূহ
- Law degree from a Bangladeshi school and at least three years’ professional experience.
- Experience working with Bangladeshi civil society is required.
- Fluency in Bengali and English is required.
- Excellent research, analytical, writing, and presentation skills.
- Knowledge of civil society and media laws.
- Experience working with international human rights law is an advantage.
- Experience working with the Bangladeshi government or an international organization is an advantage.
- Experience implementing USAID-funded programs is an advantage.
- Understanding of gender equality and social inclusion issues is an advantage.
